Industrial property in the region is cheap and moves slowly. A buyer needs to know where the Simplified Logistics Zone applies, where remediation weighs, and what the port really offers.

According to the Italian Revenue Agency's Rapporto immobiliare 2026, the average quotation for industrial buildings in Friuli Venezia Giulia, excluding the land-register municipalities, is €296/m²OMI. Trieste is outside the Simplified Logistics Zone (ZLS); the ZLS tax credit applies in 13ZLS FVG municipalities, and only on the plots listed in the Plan. Before looking at a building, it pays to know which of these cases it falls into.

For owners of an industrial building or site

An owner of an industrial building that is no longer used has three questions: sell it, let it, or sell it and stay on under a lease to release capital. The answer depends on how general-purpose the building is. A tall building with loading bays near a motorway junction finds a buyer or a tenant; one built around a process that no longer exists is worth its land and what can be rebuilt on it. An asbestos roof or a site inside a SIN is best disclosed at once: it will surface anyway, and sooner is better.

For buyers

A buyer looking for industrial space in the region finds low prices and stock that is not all on the portals. In 2025, again according to the Rapporto immobiliare, 439OMI production units were sold in the region, not counting the land-register municipalities. In Trieste the estimated gross yield on an industrial building in zone D1 is 5.63%OMI. The port rests on oil and rail more than on containers: in 2025 Trieste handled 681,733* TEU, Koper 1,272,161*. Before any particulars we ask for your criteria: floor area, height, power, rail or motorway access, timing, whether you need the ZLS credit and whether the investment falls within its thresholds.

Risks and limits

The ZLS credit has a national ceiling and an end date: it covers investments made from 2026Normattiva to 2028Normattiva, with two filings to the Revenue Agency. It is not a right that comes with the building, but an incentive for whoever invests. Remediation inside a SIN can cost more than the land. Container volumes at the Port of Trieste fell in 2025, mostly in transhipment. The price of an industrial building on a portal is an asking price. We tell you about the risks we know from the start.

Does the ZLS tax credit apply in Trieste?

No. No municipality in the province of Trieste is part of the Friuli Venezia Giulia Simplified Logistics Zone: no tax credit and no ZLS simplifications. The credit applies in 13ZLS FVG municipalities in the provinces of Gorizia, Udine and Pordenone, and only on the plots listed in the Plan. Does the Trieste free zone mean lower taxes for the buyer of an industrial building?

No. The free zones are a customs regime for goods: whoever imports, stores or processes goods in those areas can suspend import duties and import VAT, through a customs agent. On the property itself, the taxes are the usual ones.

What does it mean for a site to be inside a SIN?

That it lies within the perimeter of a Contaminated Site of National Interest, where remediation is overseen by the Ministry of the Environment. For a buyer one thing matters: the duty to remediate is a charge that runs with the land. It has to be read before you buy, with an engineer or a geologist.

  • Contaminated Sites of National Interest (SIN). Trieste and Torviscosa have perimeters drawn around such areas: there, remediation is a charge that runs with the land, whoever owns it (Legislative Decree 152/2006, Arts 245 and 253).

  • The ZLS. The Plan for the Friuli Venezia Giulia Simplified Logistics Zone covers 26ZLS FVG municipalities and 1,456 haZLS FVG.
