Entire buildings for sale: how they are bought, divided and sold

In Italian an entire building, from cellars to roof, is called cielo-terra: literally, sky to ground. It rarely has a single owner and almost never a single story: here you will find the local rules and what really weighs.

In Trieste and Gorizia ownership is recorded in the land register, the tavolare, and for that reason national statistics leave out the property sales of 43AdE municipalities in the region, including the whole of both provinces, according to the Italian Revenue Agency. For an entire building there are no official prices: there are OMI quotations by zone, asking prices and a handful of public deeds. And the sticking point of almost every deal is not the price but the people who have to agree.

The figures

There is no official statistic for entire buildings: sales in Trieste and Gorizia do not enter the national counts, and whoever sells a whole building rarely says so. The figures that do exist give the context: OMI quotations for the centre, the land register rule, the taxes.

Why there are no listings here

Families selling a hotel or an inherited building rarely want the whole town to know. Buyers rarely want what everyone else has already seen.

So the properties we handle are not put on portals or in shop windows, and we do not send particulars to people we do not know. Whatever you write to us is read by a named person at the agency, and your enquiry stays in our own system: it does not leave the agency. For owners of a building

Those who own a building often do not own it alone. Three siblings, a cousin abroad, a share that no one ever registered. There is more than one route: sell it whole to someone who will refurbish it; divide, refurbish and sell unit by unit; reach an agreement between the heirs before selling; hold and let; do nothing, knowing what that costs. Selling whole is simpler and quicker; selling divided yields more on paper, but it takes capital, time and a development risk that not every family wants.

For buyers

A buyer of an entire building is almost always looking for a gap: between the price of a building in need of work, bought as a whole, and the value of its units once refurbished. That gap has to pay for the works, the time, the taxes and the risk, and sometimes it is not enough. In Trieste ownership passes only on registration in the land register: buyers from Austria or South Tyrol know the system as the Grundbuch, while buyers from elsewhere in Italy discover it at the notary's office. Before any particulars we ask for your criteria: area, size, condition, intended use, timing, deal structure.

Risks and limits

The price of an entire building is almost always an asking price: deeds and prices paid are not published, and the statistics do not count sales in Trieste. Public sources can give different floor areas for the same building. Listed status lengthens the timetable and can change who the buyer is. Building work in a historic centre costs more than it seems, and dividing a building requires the building consent before the units are sold. We tell you about the risks we know first, and the names last.

What does cielo-terra mean?

An entire building, from foundations to roof, belonging to a single owner or to a group of co-owners who sell it together. In Trieste it is also called a stabile. It does not mean the building is vacant: there may be tenants, shops and offices inside.

Is a building worth more whole or divided?

Divided, on paper, almost always. But the difference has to pay for the design, the building consents, the works, the taxes, the time it takes to sell and the risk. For a family that does not want to become a developer, selling whole to someone who will refurbish is often the more sensible route. The “Whole or split” tool shows the items that change the sum.

One of the siblings does not want to sell. What happens?

It starts with a conversation, with everyone. There are several routes: whoever wants out sells their share to the others, who have a right of first refusal; the building is divided in kind, where that is possible; or the whole is sold with everyone's agreement. If there is no agreement, compulsory mediation comes before an action for division. This is guidance, not advice: in these cases you need a lawyer.

Read what the building consists of: the units and their cadastral categories, floor areas, storeys and cellars, the common parts, the lift that exists or could be fitted, the roof, the services and the energy performance. Then its lawful status, meaning whether what stands there matches what was authorised, and the permitted use of each floor: housing, offices, shops at street level.

In central Trieste the OMI quotations for 2025/2OMI put offices in zone B2 at €1,450/m²OMI to €2,400/m²OMI. These are estimates on gross area for units in standard condition: an entire building in need of work is negotiated as a whole, and its price is set elsewhere.

Sheet C of the land register carries mortgages, easements and annotations. With a building, though, what weighs most has to do with people.

  • An inheritance not yet registered. Until the succession is entered in the land register, the heirs cannot sell. Sometimes a single signature is missing, sometimes a land register decree (Royal Decree 499/1929).
  • Co-heirs. An heir who sells their share of an estate to an outsider must first offer it to the other co-heirs, who have 2Normattiva months to reply (Art. 732 of the Civil Code). Where there is no agreement, mediation is compulsory before going to court (Legislative Decree 28/2010, Art. 5).
  • Listed status. A building belonging to a public body or a non-profit organisation and completed more than 70Normattiva years ago is treated as protected until an assessment says otherwise. If it is listed, the sale must be notified to the heritage superintendency within 30Normattiva days, and the State or local authorities have 60Normattiva days to buy at the same price; in the meantime the property cannot be handed over (Legislative Decree 42/2004, Arts 12 and 59–61).
  • Tenants, with their leases and, for shops at street level, their right of first refusal.
  • Land register and cadastre that do not match: two registers telling different stories mean delay, and sometimes a transaction that has to be redone.
  • Asbestos in the common parts, declared or still to be looked for.
