The land register. The land register keeps three sheets for every entry: A, what the property is; B, who owns it; C, what weighs on it. Every entry is ordered by a land register decree (Royal Decree 499/1929). An inheritance that has not been registered cannot be sold: it has to be entered first.
Co-heirs. An heir selling their share of an estate to an outsider must first offer it to the other co-heirs, who have 2Normattiva months to reply (Art. 732 of the Civil Code). To divide a building without agreement, compulsory mediation comes before the court (Legislative Decree 28/2010, Art. 5).
Listed status. Many buildings in the centre are protected: the sale must be notified to the heritage superintendency within 30Normattiva days, and until the pre-emption period has expired the building cannot be handed over (Legislative Decree 42/2004, Arts 59–61).
The local plan. In the historic centre the plan allows residential, office, hotel and retail use: a building can change its use, with the building consent and the contributions due.
